the history of the Irish state will build \u201can agile and modern Defense Forces\u201d, Taoiseach Miche\u00e1l Martin has said.<\/p>\n\n\n\n<p>The increase takes the Defense Forces budget from $1.11 billion (\u20ac1.1 billion) to $1.51 billion (\u20ac1.5 billion) by 2028 \u2013 benchmarked against inflation at January 2022 prices.<\/p>\n\n\n\n<p>A Government action plan, published on Wednesday, also notes the \u201curgent\u201d need for \u201cHR and cultural transformation\u201d in the Defense Forces.<\/p>\n\n\n\n<p>It identifies the recruitment of new senior-level civilian HR positions as early steps in meeting the goal.<\/p>\n\n\n\n<p>Speaking at McKee barracks in Dublin on Wednesday, Taoiseach Miche\u00e1l Martin said the action plan reflects the Government\u2019s commitment to \u201cthis vital public service\u201d.<\/p>\n\n\n\n<p>\u201cThe action plan we\u2019re launching today reflects our commitment to invest in the future of this vital public service,\u201d he said.<\/p>\n\n\n\n<p>\u201cAnd to build the agile and modern Defense Forces our society requires.<\/p>\n\n\n\n<p>\u201cOverall, we\u2019ve committed to significantly increased spending on defense, increasing the budget by 50 per cent to \u20ac1.5 billion.<\/p>\n\n\n\n<p>\u201cWe\u2019ve committed also to increasing the size of the Defense Forces by an extra 2,000 personnel over and above the current establishment of 9,500.\u201d<\/p>\n\n\n\n<p>The Taoiseach added that other commitments in the plan include enhanced military radar capabilities, upgrading the naval fleet, strengthening cyber defense capabilities and revitalizing the reserve Defense Force.<\/p>\n\n\n\n<p>It comes following recommendations by the Commission on the Defense Forces, which set out a capability framework for moving to \u201cLevel of Ambition 2\u201d (LOA2).<\/p>\n\n\n\n<p>LOA2 is defined by the Government\u2019s action plan as: \u201cBuilding on current capability to address specific priority gaps in our ability to deal with an assault on Irish sovereignty and to serve in higher intensity peace support operations.<\/p>\n\n\n\n<p>The funding will allow for the required transformation and investment in recruitment and equipment that were identified by the commission to reach the new level.<\/p>\n\n\n\n<p>A third level, LOA3, is outlined by the action plan as developing Irish defense capabilities to a \u201cfull spectrum\u201d and to an extent \u201ccomparable to other similar-sized countries in Europe\u201d.<\/p>\n\n\n\n<p>Minister for Foreign Affairs Simon Coveney hailed the plan as \u201cextraordinary\u201d and \u201cambitious\u201d.<\/p>\n\n\n\n<p>\u201cIn simple terms, 6,000 people in six years to join the Defense Forces both in terms of armed defense forces and the reserve,\u201d he said.<\/p>\n\n\n\n<p>\u201cThat is an extraordinary, ambitious plan.\u201d<\/p>\n\n\n\n<p>He added that the reform of the Defense Forces would be seen in the context of a \u201cchanged security and defense landscape across Europe\u201d following Russia\u2019s invasion of Ukraine.<\/p>\n\n\n\n<p>\u201cSince the invasion, we have seen a number of EU member states take their own historic decisions \u2013 whether that is the decision of Finland and Sweden to apply for NATO membership or the decision of the Danish people in a referendum to reverse their opt out from the EU\u2019s common security and defense policy, or indeed the historic decision by Germany to dramatically increase their financial commitment to defense spending.<\/p>\n\n\n\n<p>\u201cAll of these changes are signals that the world around us is changing, and Ireland needs to respond also.<\/p>\n\n\n\n<p>\u201cAnd that is exactly what we are doing.\u201d<\/p>\n<div class=\"sharedaddy
