{"id":24610,"date":"2021-12-28T11:07:00","date_gmt":"2021-12-28T16:07:00","guid":{"rendered":"http:\/\/irishexaminerusa.com\/wp\/?p=24610"},"modified":"2021-12-29T11:11:21","modified_gmt":"2021-12-29T16:11:21","slug":"ibec-boss-warns-taoiseach-that-carbon-budget-changes-will-cost-billions","status":"publish","type":"post","link":"https:\/\/irishexaminerusa.com\/wp\/?p=24610","title":{"rendered":"Ibec Boss Warns Taoiseach That Carbon Budget Changes Will Cost Billions"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" width=\"850\" height=\"600\" src=\"http:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2021\/12\/pa_danny_mccoy.png\" alt=\"\" class=\"wp-image-24611\" srcset=\"https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2021\/12\/pa_danny_mccoy.png 850w, https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2021\/12\/pa_danny_mccoy-300x212.png 300w, https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2021\/12\/pa_danny_mccoy-768x542.png 768w\" sizes=\"(max-width: 850px) 100vw, 850px\" \/><figcaption><em>Ibec CEO Danny McCoy warned against the move (Julien Behal\/PA)<\/em><\/figcaption><\/figure>\n\n\n\n<p>The head of Ibec has warned the Taoiseach that planned changes to Ireland\u2019s carbon budgets would hit the economy for $8.85 billion (\u20ac7.8 billion) a year and cost 38,000 jobs.<\/p>\n\n\n\n<p>In a letter on October 6th, 2021, CEO Danny McCoy said the move to include emissions from land usage in the budgets would \u201ctotally undermine the viability\u201d of the agri-food industry, records released under the Freedom of Information Act reveal.<\/p>\n\n\n\n<p>Tim Cullinan, president of the Irish Farmers\u2019 Association (IFA), also wrote to the Taoiseach on the matter, warning the sector could be \u201cdestroyed by changing the goalposts on carbon accounting\u201d.<\/p>\n\n\n\n<p>The Government proceeded with the change on October 15th after the letter from Mr McCoy had been brought to Mr Martin\u2019s attention.<\/p>\n\n\n\n<p>A spokesperson for the Department of the Environment said the move was necessary \u201cin order to transition to net-zero by 2050\u201d.<\/p>\n\n\n\n<p>Mr McCoy cited analysis carried out by EY (Ernst &amp; Young) on the impact of the Climate Act on the dairy farming sector, which found the approach would require them to reduce the milk supply by 4.9 billion liters, from current levels of approximately 8.3 billion liters.<\/p>\n\n\n\n<p>\u201cThis, if obligated, would set the dairy sector back to 2010 levels and result in substantial industry and on-farm job lessons,\u201d the head of the group representing Irish business wrote.<\/p>\n\n\n\n<p>He also warned it would result in a reduction of the national herd size to 2011 levels.<\/p>\n\n\n\n<p>According to figures from the Central Statistics Office, this would represent a cull of up to 900,000 cattle.<\/p>\n\n\n\n<p>The most up-to-date CSO data shows the national herd size stood at 6.4 million in 2011, compared to 7.3 million in 2020.<\/p>\n\n\n\n<p>The change from a so-called \u201cnet-net\u201d model to the new \u201cgross-net\u201d model will be adopted at EU level from 2026, but has been included in Ireland\u2019s budget for 2021 to 2025.<\/p>\n\n\n\n<p>Mr McCoy urged the Taoiseach not to take \u201cpremature action\u201d, saying \u201cin the absence of an EU legal requirement, it is suggested that Ireland should not act unilaterally in implementing this change\u201d.<\/p>\n\n\n\n<p>\u201cA gross-net determination would have a negative economic impact of up to 7.8 billion per annum to the Irish economy or c. 60% negative impact on Dairy\/(Agri) Ireland\u201d he wrote.<\/p>\n\n\n\n<p>\u201cThis scenario would also see FTE (full time equivalent) jobs fall by up to approximately 32,000.\u201d<\/p>\n\n\n\n<p>Ireland\u2019s carbon budgets have targeted a 51 per cent reduction in greenhouse gas emissions by 2030, and a move to net-zero by 2050.<\/p>\n\n\n\n<p>Mr McCoy added: \u201cIndications are that using a gross-net policy rather than the established net-net accounting method would lead to a reduction of the national herd size to 2011 levels, to comply with national climate law (-51%).\u201d<\/p>\n\n\n\n<p>He argued that the net-net system was enough to \u201cprovide for the potential for the sector to achieve ongoing sustainable operations in compliance with our Climate Act obligations\u201d while a gross-net approach could place an additional burden of reducing six million tonnes of carbon.<\/p>\n\n\n\n<p>Mr McCoy concluded by saying the move would be \u201cextremely damaging to agri-food industry and to rural Ireland\u201d, and said Ibec \u201cstrongly recommend that the current method of calculation net-net is maintained for the period until 2030\u201d.<\/p>\n\n\n\n<p>\u201cI would appreciate the opportunity to engage further on this important matter,\u201d he added.<\/p>\n\n\n\n<p>Assistant Secretary at the Department of the Taoiseach John Shaw sent a letter of acknowledgement to Mr McCoy, but it was not \u201cdeemed necessary to send a substantive reply\u201d, a spokesperson said.<\/p>\n\n\n\n<p>IFA president Mr Cullinan wrote: \u201cIrish farmers fully accept the role they can play in positive climate action.<\/p>\n\n\n\n<p>\u201cFarmers want to work with Government on delivering solutions to help us achieve our very ambitious climate action targets.<\/p>\n\n\n\n<p>\u201cHowever, we cannot allow our largest indigenous sector to be destroyed by changing the goalposts on carbon accounting, something that is both unnecessary and unfair.\u201d<\/p>\n\n\n\n<p>A spokesperson for the Department of the Environment said: \u201cIreland is currently a net emitter from the \u2018land use, land use change and forestry (LULUCF)\u2019 sector \u2013 to the order of five million tonnes of CO2 per annum.<\/p>\n\n\n\n<p>\u201cIn order to transition to net-zero by 2050, we need over time to change the LULUCF sector from a source to a sink.<\/p>\n\n\n\n<p>\u201cDoing so will allow us to continue activity in key economic sectors.
