The ban has been imposed for multiple breaches of FIFA\u2019s ethics code and comes into force when a current suspension ends in October, FIFA said.<\/p>\n
The same length of suspension has also been imposed on the organization\u2019s former secretary general Jerome Valcke.<\/p>\n
A statement from FIFA said: \u201cThe investigations into Messrs. Blatter and Valcke covered various charges, in particular concerning bonus payments in relation to FIFA competitions that were paid to top FIFA management officials, various amendments and extensions of employment contracts, as well as reimbursement by FIFA of private legal costs in the case of Mr Valcke.\u201d<\/p>\n
The adjudicatory chamber of FIFA\u2019s ethics committee found Blatter (85) in breach of rules concerning duty of loyalty, conflicts of interest and offering or accepting gifts or other benefits.<\/p>\n
Valcke was found to have breached those same ethics code articles, plus abuse of position.<\/p>\n
Blatter was initially banned for eight years in December 2015 over ethics breaches. That sanction was reduced to six years by FIFA\u2019s appeals committee and upheld by the Court of Arbitration for Sport.<\/p>\n
Valcke\u2019s original ban was 12 years, cut to 10 on appeal.<\/p>\n
Both men have been fined one million Swiss francs (\u20ac903,200) over the latest breaches, FIFA said.<\/p>\n
FIFA\u2019s ethics investigators found Blatter had been involved in implementing a bonus scheme from which he and other officials, including Valcke, had benefited.<\/p>\n
It found Blatter had accepted an \u201cundue economic benefit\u201d of 23 million Swiss francs (\u20ac20.7 million) over the period between 2010 and 2014.<\/p>\n
The ethics investigation discovered that Blatter and Valcke, along with former Argentinian football federation president Julio Grondona and former FIFA finance director Markus Kattner, had \u201cset up a scheme through which they were allowing themselves to obtain extraordinary benefits with a minimum of effort\u201d.<\/p>\n
It continued: \u201cThis vicious circle saw three of them (Blatter, Grondona and Valcke) signing the amendment contracts of the others and approving the respective extraordinary bonuses, while the fourth (Kattner) was in charge of implementing the payment of such bonuses (as well as of keeping the matter \u2018off the books\u2019, by not reflecting the bonuses in the FIFA financial statements and not reporting them to the FIFA auditors).\u201d<\/p>\n
Investigators found employment contracts for Blatter, Valcke and Kattner were amended \u201cwithout any supervision or control from an internal or external body in FIFA\u201d and that the officials involved \u201cactively concealed\u201d the bonus payment awards by not fully declaring them in the organization\u2019s financial records.<\/p>\n
Blatter, the judgement said, should have been aware of the risk for a conflict of interest that he was exposing himself to, in approving contract amendments for individuals who in turn signed off on the bonus awards due to him.<\/p>\n
It said the determination of the bonuses was \u201cthe result of secret decisions taken by an inner circle of FIFA senior management\u201d rather than a clean and orderly decision-making process.<\/p>\n
The investigation found that amended contracts for Valcke and Kattner \u2013 which Blatter approved \u2013 contained indemnity clauses which meant that even if their employment was terminated for good cause, they would still receive compensation.<\/p>\n
\u201cThese provisions go beyond what is reasonable and permissible as there was not enough reason that could justify such generous behavior by FIFA as the employer,\u201d the judgement said.<\/p>\n
It continued: \u201cMr Blatter held the highest position in football as FIFA president and, as such, had a tremendous responsibility to serve the football community as a role model.<\/p>\n
\u201cBy his conduct, the integrity and objectivity of FIFA have therefore been exceedingly violated. FIFA\u2019s reputation has doubtlessly incurred serious and long-lasting damage.\u201d<\/p>\n
Blatter\u2019s conduct was, it concluded, \u201ccompletely reprehensible\u201d.<\/p>\n
Valcke was found to have accepted an undue economic benefit of 30m Swiss francs (\u20ac27 million) \u2013 this was made up of a 9 million bonus related to the 2010 World Cup, a 10 million bonus connected to the 2013 Confederations Cup and 2014 World Cup in Brazil and an 11 million bonus in relation to the 2017 Confederations Cup and 2018 World Cup in Russia.<\/p>\n
He was also found to have approved a payment of 9,714 Swiss francs (\u20ac8,773) from FIFA accounts to be reimbursed for legal advice he and Kattner had taken in relation to the preparation of the amended contracts.<\/p>\n
