The T\u00e1naiste has warned that retailers using health regulation loopholes to stay open will face enforcement action. Leo Varadkar said he received confirmation on Sunday that mixed retail stores that do not abide by the new legislation are subject to penal regulations.<\/p>\n
As part of nationwide Level 5 restrictions, only shops selling essential items are allowed to open.<\/p>\n
Under Government guidelines, retailers that have \u201cdiscrete spaces\u201d for essential and non-essential items have been told to separate the areas.<\/p>\n
A number of businesses, including some sports and shoe shops, have remained open because they sell PPE and face masks, but Mr Varadkar said non-essential items must be closed off to the public.<\/p>\n
\u201cYou need to abide by the regulations and abide by the spirit of the regulations,\u201d he told RT\u00c9.<\/p>\n
\u201cIf you are a mixed retailer you should separate your stock and only sell items that are essential. If you are a big store that has groceries and clothes, you have to separate the clothes. General workwear is OK but not other clothing.<\/p>\n
\u201cWe have been in touch with the Garda about that. If they are using PPE to sell other products then that is different.<\/p>\n
\u201cIt\u2019s also unfair \u2013 think of all the small shops and retailers that have to close \u2013 it\u2019s unfair on those and it won\u2019t be allowed.<\/p>\n
\u201cHaving engaged with the Department of Justice I am confident the law is strong enough.\u201d<\/p>\n
He warned that garda\u00ed will enforce the legislation.<\/p>\n
Mr Varadkar also said he is confident shops will reopen in December.<\/p>\n
\u201cIt is early days but it seems the Level 3 restrictions are starting to have an effect. We are seeing the cases level off and the positivity rate fall, but we have yet to see the effect of Level 5 restrictions.<\/p>\n
\u201cI am confident we will be able to get to Level 3 in December and that would mean shops opening again, but we can\u2019t be complacent.<\/p>\n
\u201cOften when you tell people things are getting better then they relax, but this virus is spreading like wildfire.\u201d<\/p>\n
He also said that while the country could be plunged into Level 5 again early next year, it is not inevitable.<\/p>\n
The Fine Gael leader said the Government is \u201cincreasingly optimistic\u201d a vaccine will be approved in the next couple of months and it will be possible to start vaccination early next year.<\/p>\n
\u201cThis is based on information coming to us both from (testing) companies and statements from WHO (the World Health Organization),\u201d he added.<\/p>\n
It comes as Health Service Executive (HSE) boss Paul Reid said the positivity rate in testing for Covid-19 has dropped.<\/p>\n
He tweeted: \u201cThe positivity rate in testing has now come down over the past eight days.<\/p>\n
\u201cThe number of close contacts is now down to an average of three.<\/p>\n
\u201cMost close contacts are household. Still very early but good.<\/p>\n
\u201cWe\u2019re all be part of the solution. Let\u2019s keep this going.\u201d<\/p>\n
Sinn F\u00e9in\u2019s justice spokesman Martin Kenny criticized how the Government handled legislation to enforce new restrictions.<\/p>\n
He said it was rushed through the Oireachtas without proper scrutiny.<\/p>\n
\u201cThe vast majority of people are compliant and working with the rules, there\u2019s a tiny amount of people who are blatantly trying to break the rules, and of course there needs to be enforcement there,\u201d he told RTE\u2019s The Week In Politics.<\/p>\n
\u201cWe are opposed to this legislation because of the way it was brought in, the way it was rushed through, the way there was no amendments taken.<\/p>\n
\u201cWe felt that was totally inappropriate, and it would also go against what the Garda are saying, that they are trying to encourage and help people and in most cases they are able to do that, and they haven\u2019t asked for these fines to be brought in.<\/p>\n
\u201cThe way the Government has handled this has been most unfortunate.\u201d<\/p>\n
Minister for Agriculture Charlie McConalogue defended the Government\u2019s handling of the legislation.<\/p>\n
\u201cThe legislation was to, in cases where people are not doing their bit, that there would be powers in place to enforce that,\u201d he said.<\/p>\n
\u201cThe approach being taken is to communicate and ask everyone to work together.\u201d<\/p>\n
Solidarity-People Before Profit TD Brid Smith raised concerns about schools.<\/p>\n
\u201cWe keep hearing there is a very low level of infection in schools yet we have over 800 vulnerable teachers who are having to go into work,\u201d she told the show.<\/p>\n
\u201cWe started out very low because we have a very high class size level, and we haven\u2019t managed to resource schools or allow them enough spacing or employed enough teachers.<\/p>\n
\u201cWe find school secretaries who on the front line are also being ignored and not being tested.<\/p>\n
\u201cThere are loads of issues around their pay which haven\u2019t been sorted.\u201d<\/p>\n
Independent minister Michael Fitzmaurice said poor broadband in rural areas is causing major problems at farmers\u2019 marts, particularly after an app used for sales broke down on Saturday.<\/p>\n
\u201cIt was chaotic yesterday where animals were standing in marts and then the system broke down and marts had to cancel the whole sale,\u201d he said.<\/p>\n
The Irish Farmers\u2019 Association has called for the Government to review the ban on buyers travelling to marts.<\/p>\n
