{"id":16656,"date":"2020-09-10T10:34:20","date_gmt":"2020-09-10T14:34:20","guid":{"rendered":"http:\/\/irishexaminerusa.com\/wp\/?p=16656"},"modified":"2020-09-13T10:36:15","modified_gmt":"2020-09-13T14:36:15","slug":"nursing-home-regulator-lacks-needed-powers-during-the-pandemic","status":"publish","type":"post","link":"https:\/\/irishexaminerusa.com\/wp\/?p=16656","title":{"rendered":"Nursing Home Regulator Lacks Needed Powers During The Pandemic"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"http:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/09\/2.37088717.jpg\" alt=\"\" width=\"600\" height=\"338\" class=\"aligncenter size-full wp-image-16657\" srcset=\"https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/09\/2.37088717.jpg 600w, https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/09\/2.37088717-300x169.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/>The current powers of the nursing home regulator are \u201cnot adequate\u201d to deal with the coronavirus pandemic, an Oireachtas committee has been told.<\/p>\n<p>The Health Information and Quality Authority (HIQA) said legislation needs to change to give the regulator more powers to deal with the Covid-19 outbreak.<\/p>\n<p>It also said further change is needed to enable HIQA to implement the recommendations made in the nursing home report published by the Government last month.<\/p>\n<p>HIQA chief executive officer Phelim Quinn said it has been highlighting deficits within the regulations since 2013.<\/p>\n<p>He told the Special Committee on Covid-19 Response: \u201cCovid-19 has brought into sharp focus the need to immediately review and enhance the current regulatory framework.<\/p>\n<p>\u201cIn the long-term, a reform of established models of care for older people in Ireland is required.<\/p>\n<p>\u201cWe have identified in our report that there is a requirement for change within the legislation and regulation.<\/p>\n<p>\u201cThe regulations as they currently stand would not have been adequate to deal with the pandemic.\u201d<\/p>\n<p>Sinn F\u00e9in\u2019s David Cullinane said if HIQA is calling for the regulations to be strengthened \u201cthe logic of that for most people would be that regulations were not strong enough\u201d.<\/p>\n<p>The committee was told HIQA stopped inspecting nursing homes on March 13th, which was the same date the first Covid-19 case was confirmed in a care home.<\/p>\n<p>Fine Gael\u2019s Fergus O\u2019Dowd criticized HIQA\u2019s \u201cvery late\u201d response in issuing contingency planning to nursing homes.<\/p>\n<p>The committee was told guidelines were not given to care homes until the second week in April.<\/p>\n<p>HIQA are facing their correspondence with redacted FOIs and with lack of information<\/p>\n<p>Mr O\u2019Dowd said: \u201cIt\u2019s during that period that people were dying in nursing homes up and down the country.<\/p>\n<p>\u201cBased on your documents, it\u2019s very self-serving and doesn\u2019t mention your responsibility, accountability and lack of inspection and staff.\u201d<\/p>\n<p>He said families, particularly those whose relatives died in Dealgan House nursing home in Co Louth, have struggled to get information from the authority.<\/p>\n<p>\u201cHIQA are facing their correspondence with redacted FOIs and with lack of information,\u201d Mr O\u2019Dowd added.<\/p>\n<p>\u201cFamilies are looking for the truth as to how and why their loved ones died and your refusal to give them that information is deeply hurting them.<\/p>\n<p>\u201cI want to know what happened to those people.
