{"id":12954,"date":"2020-02-19T08:25:10","date_gmt":"2020-02-19T12:25:10","guid":{"rendered":"http:\/\/irishexaminerusa.com\/wp\/?p=12954"},"modified":"2020-02-19T12:26:55","modified_gmt":"2020-02-19T16:26:55","slug":"eu-will-insist-on-level-playing-field-in-new-trade-negotiations","status":"publish","type":"post","link":"https:\/\/irishexaminerusa.com\/wp\/?p=12954","title":{"rendered":"EU Will Insist on &#8216;Level Playing Field&#8217; in New Trade Negotiations"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"http:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/02\/2.50288847.jpg\" alt=\"\" width=\"600\" height=\"336\" class=\"aligncenter size-full wp-image-12955\" srcset=\"https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/02\/2.50288847.jpg 600w, https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/02\/2.50288847-300x168.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/>Boris Johnson has been warned that the European Union (EU) views negotiations with the UK as a \u201cdifferent ball game\u201d to the trade talks which secured an agreement with Canada.<\/p>\n<p>The British Prime Minister wants a Canada-style trade deal which would leave the UK free to diverge from EU rules.<\/p>\n<p>But a key aide to Brussels\u2019 chief negotiator Michel Barnier said the EU would not budge from its insistence on a \u201clevel playing field\u201d on state subsidies, environmental protections and workers\u2019 rights as the price of any deal.<\/p>\n<p>Stefaan De Rynck said: \u201cIt\u2019s clear that for us it\u2019s a different ball game that we are playing with the UK to the one that we agreed with Canada in terms of the level playing field.\u201d<\/p>\n<p>He was speaking after the Prime Minister\u2019s negotiator David Frost warned that \u201cto think that we might accept EU supervision on so-called level playing field issues simply fails to see the point of what we are doing\u201d.<\/p>\n<p>Mr De Rynck said the UK\u2019s closeness to the EU in terms of both distance and trading relationships meant the level playing field conditions were more important than in other trade deals struck by Brussels.<\/p>\n<p>\u201cSome in the UK now seem to want to become Canadians. But Dover is much closer to Calais than Ottawa is,\u201d he said in a speech at the London School of Economics.<\/p>\n<p>\u201cProximity matters, distance matters in trade. What also matters is the interconnectedness between our economies.<\/p>\n<p>\u201cSo, in terms of zero tariff, zero quota access, this brings a lot of benefits to the UK economy and with benefits come obligations.\u201d<\/p>\n<p>The UK and EU \u201cshare values such as free enterprise, open economies, social justice,\u201d he said, adding: \u201cSurely it cannot be rocket science to agree common standards.<\/p>\n<p>\u201cIndeed the idea at the heart of the Political Declaration which has been agreed is having common standards on the issue of the level playing field.\u201d<\/p>\n<p>The goal of \u201czero tariff, zero quota\u201d trade is set out in the Political Declaration agreed by the Prime Minister and the EU in 2019.<\/p>\n<p>But Mr De Rynck said there was concern in Brussels about the British Government attempting to deviate from the shared declaration.<\/p>\n<p>A written ministerial statement published alongside the Prime Minister\u2019s major Brexit speech earlier in February was a \u201csource of some concern in terms of the level of ambition in the Political Declaration not perhaps being fully met\u201d, he said.<\/p>\n<p>With a deal needing to be reached by the end of the year, Mr De Rynck warned the talks could get \u201crather difficult\u201d.<\/p>\n<p>\u201cWe have a vast amount of work and we seem to have 10 months to do it, or less than 10 months if you calculate the time for ratification so that everybody can be ready on January 1, 2021 for the new regime,\u201d he said.<\/p>\n<p>&#8220;I would expect some of these negotiations to be rather difficult, perhaps more difficult than during withdrawal because the scope of issues is so much vaster.&#8221;<\/p>\n<p>The scale of the challenge was underlined this week by French foreign minister Jean-Yves le Drian, who predicted the two sides in the negotiations would \u201crip each other apart\u201d.<\/p>\n<p>Mr De Rynck also set out the EU\u2019s position on talks on financial services and security co-operation.<\/p>\n<p>He warned that an equivalence regime for financial services \u2013 where one side accepts the other\u2019s regulations are suitably robust \u2013 would not mean business as usual for the City.<\/p>\n<p>\u201cEquivalence is certainly not continuity, it does not exist for every service in the financial sector,\u201d he said.<\/p>\n<p>\u201cEquivalence is not something that can make up for the loss of the benefits of the single market.\u201d<\/p>\n<p>On security, he stressed that \u201cthe closest possible co-operation in this field requires, ultimately, the (European) Court of Justice\u201d to be involved if there are concepts derived from European Union law \u2013 something that Brexiteers will find hard to accept.<\/p>\n<div class=\"sharedaddy sd-sharing-enabled\"><div class=\"robots-nocontent sd-block sd-social sd-social-icon sd-sharing\"><h3 class=\"sd-title\">Share this:<\/h3><div class=\"sd-content\"><ul><li class=\"share-facebook\"><a rel=\"nofollow\" data-shared=\"sharing-facebook-12954\" class=\"share-facebook sd-button share-icon no-text\" href=\"https:\/\/irishexaminerusa.com\/wp\/?p=12954&amp;share=facebook\" target=\"_blank\" title=\"Click to share on Facebook\"><span><\/span><span class=\"sharing-screen-reader-text\">Click to share on Facebook (Opens in new window)<\/span><\/a><\/li><li class=\"share-twitter\"><a rel=\"nofollow\" data-shared=\"sharing-twitter-12954\" class=\"share-twitter sd-button share-icon no-text\" href=\"https:\/\/irishexaminerusa.com\/wp\/?p=12954&amp;share=twitter\" target=\"_blank\" title=\"Click to share on Twitter\"><span><\/span><span class=\"sharing-screen-reader-text\">Click to share on Twitter (Opens in new window)<\/span><\/a><\/li><li class=\"share-google-plus-1\"><a rel=\"nofollow\" data-shared=\"sharing-google-12954\" class=\"share-google-plus-1 sd-button share-icon no-text\" href=\"https:\/\/irishexaminerusa.com\/wp\/?p=12954&amp;share=google-plus-1\" target=\"_blank\" title=\"Click to share on Google+\"><span><\/span><span class=\"sharing-screen-reader-text\">Click to share on Google+ (Opens in new window)<\/span><\/a><\/li><li class=\"share-print\"><a rel=\"nofollow\" data-shared=\"\" class=\"share-print sd-button share-icon no-text\" href=\"https:\/\/irishexaminerusa.com\/wp\/?p=12954\" target=\"_blank\" title=\"Click to print\"><span><\/span><span class=\"sharing-screen-reader-text\">Click to print (Opens in new window)<\/span><\/a><\/li><li class=\"share-end\"><\/li><\/ul><\/div><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Boris Johnson has been warned that the European Union (EU) views negotiations with the UK as a \u201cdifferent ball game\u201d to the trade talks which secured an agreement with Canada.
