{"id":12019,"date":"2020-01-02T15:15:24","date_gmt":"2020-01-02T19:15:24","guid":{"rendered":"http:\/\/irishexaminerusa.com\/wp\/?p=12019"},"modified":"2020-01-05T15:18:05","modified_gmt":"2020-01-05T19:18:05","slug":"dup-insist-any-power-sharing-agreement-must-be-sustainable","status":"publish","type":"post","link":"https:\/\/irishexaminerusa.com\/wp\/?p=12019","title":{"rendered":"DUP Insist Any Power-Sharing Agreement Must Be Sustainable"},"content":{"rendered":"<p><figure id=\"attachment_12021\" aria-describedby=\"caption-attachment-12021\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" src=\"http:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/01\/donaldson-1.jpg\" alt=\"\" width=\"600\" height=\"338\" class=\"size-full wp-image-12021\" srcset=\"https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/01\/donaldson-1.jpg 600w, https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2020\/01\/donaldson-1-300x169.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-12021\" class=\"wp-caption-text\">DUP&#8217;s Jeffrey Donaldson in Stormont today (PA)<br \/><\/figcaption><\/figure>Agreement to restore power-sharing in Northern Ireland can be reached in the short term, Sinn F\u00e9in has insisted, but the DUP has cautioned against \u201cquick fix solutions\u201d.<\/p>\n<p>On the first day of talks this year, political parties continued to work towards finding a way to bring the Stormont administration back into action.<\/p>\n<p>Sinn F\u00e9in MLA Conor Murphy said his party believes a deal can be reached in the short term, adding that they see \u201cno need\u201d to draw the talks out until the January 13 deadline.<\/p>\n<p>Speaking later, Democratic Unionist Party MP Jeffrey Donaldson said engagements so far have been \u201cvery constructive\u201d, but he warned against \u201cquick fix solutions\u201d, and said the parties \u201cneed to get it right\u201d to ensure sustainable government.<\/p>\n<p>\u201cWe want Stormont to be credible, strong, robust and can withstand the inevitable challenges and difficulties that come down the road,\u201d he said.<\/p>\n<p>SDLP leader Colum Eastwood said it had \u201calways been the case that a deal could have been done within hours\u201d.<\/p>\n<p>\u201cWe\u2019re not in a very different place now than we have been in the last couple of years. It\u2019s a case of political will, there was an election recently, I think that may have changed things,\u201d he said.<\/p>\n<p>The latest process, which was initiated in the wake of the British general election, was paused over the festive period after a pre-Christmas deal failed to materialize.<\/p>\n<p>Secretary of State Julian Smith, T\u00e1naiste Simon Coveney and the local parties returned to Stormont House this morning to resume the effort.<\/p>\n<p>Discussions between the parties continued throughout the day.<\/p>\n<p>Mr Murphy said the issues which remain under discussion include an Irish language act, the assembly\u2019s controversial veto system the petition of concern, a program for government and what financial resources would be available to any new Executive.<\/p>\n<p>\u201cThere are a range of issues which will be discussed in the next couple of days. None of them, I don\u2019t think, need to be exhausted ad infinitum, we need to be bring this to a conclusion. There are pressures continuing to mount in relation to public health, health services and the treatment of staff in the health service. We need to get back working again so we can fix those as quickly as possible,\u201d he said.<\/p>\n<p>Mr Donaldson said his party want to see agreement reached \u201cas quickly as possible\u201d but also want to ensure that any agreement is \u201cfair, balanced and sustainable\u201d.<\/p>\n<p>\u201cWe are not in the business of snatching at something because there is a deadline, we want Stormont restored and we want it restored as soon as possible,\u201d he said.<\/p>\n<p>\u201cWe want to see a settlement, a fair pay award, for health care workers, we don\u2019t see any reason why that should be delayed until Stormont is restored.\u201d<\/p>\n<p>Mr Donaldson said his party favored reforming the petition of concern, adding that all parties \u201cagree it should be retained as an important safeguard\u201d.<\/p>\n<p>From this morning a number of protesters stating their opposition to an Irish Language Act being included in any potential deal set up camp outside the talks venue holding aloft union flags.<\/p>\n<p>Three years on from the collapse of the devolved government, the Stormont parties have until a January 13 deadline to strike a deal to revive the institutions.<\/p>\n<p>On that date, legislation to give civil servants additional powers to run Northern Ireland\u2019s struggling public services expires and Mr Smith will assume a legal obligation to call a snap Assembly election.<\/p>\n<p>The latest push to restore power-sharing broke up the week before Christmas, with Irish and UK governments singling out the DUP as the party standing in the way of a deal.<\/p>\n<p>The party rejected the claims, insisting it would not be \u201cbounced\u201d into a \u201cquick fix\u201d that falls apart when tested.<\/p>\n<p>Devolution can only be restored once the DUP and Sinn F\u00e9in \u2013 the North&#8217;s two largest parties \u2013 agree terms to re-enter a mandatory coalition executive in Belfast.<\/p>\n<p>The other three main parties \u2013 the SDLP, Ulster Unionists and Alliance \u2013 are also involved in the talks process convened by the UK and Irish Governments.<\/p>\n<p>While they could take positions in any new executive, their sign-off on a deal is not essential and a government could be formed in their absence, with those parties having the option of going into opposition.<\/p>\n<p>Expectations of a breakthrough rose after the DUP and Sinn F\u00e9in both suffered bruising results in the UK general election.<\/p>\n<p>With many interpreting the outcome as a public judgment on the parties\u2019 failure to do a deal, stalled efforts to restore the institutions appeared to gain fresh momentum in December.<\/p>\n<p>However, proposals to reform a contentious cross-community voting mechanism in the Assembly have emerged as a key sticking point in efforts to finalize an agreement, with the DUP unhappy about what is being countenanced.<\/p>\n<p>The DUP is also seeking changes to ensure the devolved institutions are more stable in future and cannot be readily pulled down.<\/p>\n<p>Proposed legislative protections for Irish language speakers are another crucial element of the negotiations.<\/p>\n<p>The Stormont parties are also seeking firm commitments from the UK Government on a financial package to accompany the return of devolution \u2013 money that would likely be targeted at the North&#8217;s crisis-hit health service.<\/p>\n<p>Mr Smith and Mr Coveney were in Belfast on New Year\u2019s Day for discussions ahead of the resumption of formal exchanges with the political parties.<\/p>\n<p>Mr Coveney urged the parties to show leadership and generosity.<\/p>\n<p>He said the new year offered a chance for a new beginning and urged all sides not to disappoint the public again.<\/p>\n<p>Stormont imploded three years ago this month when the late Sinn F\u00e9in deputy first minister Martin McGuinness resigned in protest at the DUP\u2019s handling of a botched green energy scheme.<\/p>\n<p>That dispute soon widened to encompass traditional rifts over issues such the Irish language and the toxic legacy of the Troubles.<\/p>\n<p>A logjam over proposals to reform the petition of concern voting mechanism was one of the main reasons a deal failed to materialize before Christmas.<\/p>\n<p>It was designed to protect minority rights but politicians have accused each other of misusing it for their own ends.<\/p>\n<p>Discussions around change are focused on making it more difficult for one party to use the petition to block controversial legislation.<\/p>\n<p>The parties are also considering
