{"id":11005,"date":"2019-11-22T14:12:42","date_gmt":"2019-11-22T18:12:42","guid":{"rendered":"http:\/\/irishexaminerusa.com\/wp\/?p=11005"},"modified":"2019-11-23T10:14:17","modified_gmt":"2019-11-23T14:14:17","slug":"talks-fail-to-avert-health-workers-industrial-action-in-the-north","status":"publish","type":"post","link":"https:\/\/irishexaminerusa.com\/wp\/?p=11005","title":{"rendered":"Talks Fail to Avert Health Worker&#8217;s Industrial Action in The North"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"http:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2019\/11\/2.34321485.jpg\" alt=\"\" width=\"600\" height=\"338\" class=\"aligncenter size-full wp-image-11006\" srcset=\"https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2019\/11\/2.34321485.jpg 600w, https:\/\/irishexaminerusa.com\/wp\/wp-content\/uploads\/2019\/11\/2.34321485-300x169.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/>Discussions between employers and health workers in Northern Ireland have broken down without agreement.<\/p>\n<p>Health and social care workers in the region earlier this week served notice of industrial action over staffing numbers and pay disputes.<\/p>\n<p>The first phase will run from November 25 to December 18.<\/p>\n<p>Talks to avert the action ended on Friday without agreement.<\/p>\n<p>Both sides expressed disappointment at the outcome.<\/p>\n<p>In a statement the Department of Health said a formal pay offer was made earlier this week which represents a 2.1% increase to the pay bill.<\/p>\n<p>The department\u2019s Permanent Secretary Richard Pengelly said it was the best that could be afforded given what he described as budgetary constraints and amid the limited authority in the absence of a health minister at Stormont.<\/p>\n<p>\u201cThe department\u2019s suggested way forward was explained at length in the meeting with trade unions today, and it is regrettable that this has been rejected,\u201d he said.<\/p>\n<p>\u201cOfficials remain very willing to discuss and indeed take part in an independently facilitated process which we consider is a much safer and more constructive approach to breaking what has become an impasse.\u201d<\/p>\n<p>He added: \u201cThere are widespread concerns that this winter will be particularly challenging for health and social care services here and across these islands.<\/p>\n<p>\u201cWe have asked the trade unions to defer industrial action as it will inevitably make a difficult situation worse. It is open to them to ballot their members on our offer.\u201d<\/p>\n<p>The trade unions involved in the talks accused the department of failing to recommence \u201cmeaningful talks\u201d.<\/p>\n<p>\u201cThe Department of Health have simply restated the financial terms on the settlement of the Agenda for Change refresh issues, a position that was rejected by the trade unions last week,\u201d they said in a statement.<\/p>\n<p>\u201cThere was nothing new from the department and employers on this issue.<\/p>\n<p>\u201cWhat has been proposed would see the gap in pay widening between our staff and colleagues in the rest of the UK.
